Russia TV (Телеканал Россия) is a state owned and operated television channel in Russia, it its owned by the VGTRK.
It programmes a 24/7 schedule for Moscow time zone, but in certain regional areas it still continues to shut down, if your watching the 24/7 feed it will still airs the Russian National Anthem and flag sometime in the middle of the early morning hours.
This broadcast is from a broadcast aimed at the Nizhny Novgorod Oblast, which is in Western Russia.
First we see a standard coloured bar test card, then into a clock which isn't any old clock, its a digital recreation of the Spasskaya Clock which overlooks Red Square in Moscow, with clouds moving in the sky and square blocks moving across the screen for no apparent reason.
I did say the broadcasters of the former USSR loved their clocks.
Then into a simple animated digital graphic of the flag of The Russian Federation and the national anthem, which is basically now the old Soviet Anthems tune with new words, Russia adopted a new one after the fall of the Soviet Union, but it was not well liked, so in 2000 President Putin brought it back with new words.
Then into an ident of theirs.
I have seen video of this channel as late as 2003 still having video of Russia and Russians, and the same digital flag, but I am unsure when this was replaced with just the flag.
